Many houses that are built in cold climates will have a basement and it is considered a part of the foundation. The walk up basement has an outside entrance that is accessible via a stairwell and can be covered with bulkhead doors to keep the rain from pooling in the stairwell. The general way that these basements are built is that the floor is made of concrete and the finished floor is then raised with thin foam in between. In some homes people have added heating systems that are embedded inside the concrete itself.
